Dheekshita is the Co-Founder and CEO of CivCheck, an ethical AI plan review software company helping speed up permit approvals. She holds an M.Eng. from the Massachusetts Institute of Technology (MIT), where she led several ethics-first machine learning initiatives. Her work focuses on modernizing regulatory processes and building smarter, more efficient cities.

Neha is a licensed architect and the Co-Founder & COO of CivCheck, AI-powered pre-checks and guided plan review software for local governments. With nearly a decade as a building code consultant and third-party plan reviewer, she’s guided hundreds of projects through complex codes and standards. She’s passionate about making permitting faster, clearer, and more accessible for everyone.

VP, Government Relations and Business Development

Julia is a nationally recognized civic innovation and govtech leader with deep experience driving digital transformation in government. A founding board member of the Colorado Smart Cities Alliance, she helped build a leading model for cross-sector collaboration. She has also served as Chief Innovation and Technology Officer for the City of Boulder and as Deputy CIO and COO for the Colorado Governor’s Office of Information Technology, leading major modernization and innovation efforts.
